Simply get a snap clip (also available here at Dive Right in Scuba), pass the bungee cord through the closed loop, round the SPG hose and then loop the closed bungee end over the plastic toggle on the retainer. The bungee tightens against itself.
You now have the hose securely fastened to the snap clip all ready for easy attachment to your BCD D-rings.
That's just one use example - there are hundreds of possibilities and these retainers are small enough and cheap enough to keep several on hand in your dive bag.
